Why do some USB ports charge my controllers but others don't?

I bought a power strip with four USB slots, this one to be exact. For some reason my Dualshock 4 only charges on the bottom-most slot. My PS Move controllers don't charge in any of the slots, only on the PS4.

I've tested all 4 slots with my phone and Bluetooth headset and they both charge.

Is there a specific amp that I'll need to charge the DS and Move controllers? If you use a power strip, which one do you use that works?
