Just Cause 3 isn't showing up in my library for download. Despite saying it was added.

Anyone else having this issue where you click to add it to your library, and it says it's added, but it doesn't actually show up in the library so you can download it ? I tried adding it through the PS app as well and it says the games free, but once I go to confirm purchase it shows up as full price. Don't know if anyone else has had this issue.
