Why if fortnite in the free to play section if you have to buy a 39.99 starter pack?

Seems misleading to have it in free to play only to have to pay to access it. I don't mind early access games with starter packs but I do have a problem that is listed as free and has a 130 euro edition available for purchase even though it's not officially released.
